Integrated Watershed Management Programme (IWMP)

 

·        Integrated Watershed Management Programme is also covered by Agriculture Policy-2013. This Programme is commenced since 2009-10 and funded by Government of India and State Government at the ratio of 90:10.

·        This Programme is implemented in Rain fed area, where poverty, water scarcity, Rapid depletion of ground water table, Land degradation due to soil erosion by wind and water, low rain water use efficiency, acute fodder shortage, poor livestock productivity, under investment in water use efficiency and fragile eco-system etc. are in presence.

·        Excluding four districts (Ghaziabad, Gautambudhnagar, Kasganj & shamli) this programme is implementing in rest of the 71 Districts of Uttar Pradesh. Since 2009-10 to 2013-14 an area of 26.50 lac ha. Which includes 538 projects amounting Rs. 3186.42 crore are sanctioned.

·        As per the guideline provided from Government of India for implementation of this program a State Level Nodal Agency (SLNA) is constituted in the chairmanship of Agriculture Production Commissioner (APC).

·        The soil conservation units of Sharda Sahayak Samadesh, Ramganga Samadesh and Agriculture department are nominated as project implementing agencies.

·        The arrangement made for the completion of sanctioned projects is divided in three phases for a duration of 04 to 07 years, which is given below:-

·        Phase wise important works to be done are as follows:-

 Preparatory Phase

1- Works based on urgent needs of local communities such as revival of common natural resources, drinking water, development of local energy potential and augmenting ground water potential etc.

2- Repair, Restoration and upgradation of existing common property assets and structure may be under taken to obtain optimum and sustained benefits.  

3-   Productivity enhancement of exiting farming systems.

4- Initiating the development of village level institutions such as Watershed Committees (WCs), Self-Help Groups (SHGs),User Groups (UGs) and capacity building of different stakeholders on institutional and work related aspects.

5- Environment building, awareness generation, undertaking of intensive IEC activities, creating involvement and participatory responses. 

6- Preparation of Detail Project Report (DPR), including activities to be carried out, selection of beneficiaries and work-sites  and design and casting of all works, ensuring that the interests, perceptions and priorities of women, dalits, adivasis and the landless are adequately  reflected in the DPR.

 

Watershed Work Phase

 

1- All activities required to be restore the health of the catchment area by reducing the volume and velocity of surface runoff, including regeneration of vegetative cover in forest and common land, afforestation, staggered trenching, contour and graded bunding etc.

2- Drainage line treatment with a combination of vegetative and engineering structures, such as earthen checks, brushwood checks, gully plugs, loose bolder checks, gabion structures etc.

3- Development of water harvesting structures such as low-cast farm bonds, nalla-bonds, check-dams, percolation tanks and ground water recharge  through wells and other measures.

4- Nursery raising for fodder, Fuel, timber and Horticultural aspects.

5- Land Development including in-situ soil and moisture conservation and drainage management measures like field bunds, contour and graded bunds etc.

6- Crop demonstration for popularizing new crops/varieties, water saving technologies such as drip irrigation, sprinklers irrigation are innovative management practices.

7- Pasture development, sericulture, bee keeping, back yard poletory, other live stock and micro-enterprises.

8- Veterinary services for live stock and live stock improvement measures.

9- Fisheries development in village ponds/tanks, farm ponds etc.

10- Promotion and Propagation of non-conventional energy saving devices, energy conservation measures, bio-fuel plant etc.

 

Consolidation and withdrawal phase

 

1- Consolidation and completion of various works.

2- Capacity building of the community based organizations to carry out the new agenda items during post project period.

3- Sustainable management of (Developed) Natural resources.

4- Up scaling of successful experiences regarding farm production systems/ off-farm livelihoods.  

·        There is a provision of Rs. 12,000 per ha. for watershed management programme. An amount of 20% is being releases for preparatory phase, 50% for work phase and 30% for consolidation and withdrawal phase.
